Mr. Lewis has
more than 22 years of experience
in project management and engineering
of public infrastructure projects.
He specializes in potable water,
wastewater and reclaimed water facilities
planning, design/engineering services,
project construction and start-up.
He has managed large projects in
excess of $30 million dollars in
construction value. Mr. Lewis is
responsible for project quality
and technical reviews at IEC while
also serving as its president. Skip
has a Bachelors of Science degree
from Gonzaga University and a Masters
in Business Administration from

Amy
R. Czajkowski, P.E. – VP/Senior
Project Manager
Ms. Czajkowski
has 17 years of engineering and management experience
in the water and wastewater field.
Her expertise includes project management, program management, reservoir design, pipeline design, and trenchless design. Ms. Czajkowski has considerable experience providing in-house program management services for cities and municipalities. In this capacity she has managed projects, written requests for proposals and staff reports, and assisted in emergency design and other functions as an extension of Staff.
Ms. Czajkowski is a graduate of
Virginia Polytechnic Institute and
State University (a.k.a. Virginia
Tech) with a Bachelor of Science
degree in Civil Engineering. Ms. Czajkowski
has previously served as the Chair
of the San Diego chapter of the
ASCE Pipeline and Environmental
Group. She is also active in local
charity and service organizations
in the San Diego metropolitan area.

Rob Weber, P.E. – VP/Senior
Project Manager
Mr. Weber has
17 years of experience in project
management and engineering. He has
extensive experience in pipeline,
reservoir and pump station planning
and design. Mr. Weber has successfully
worked with clients to complete
design and construction projects,
secure permits, project community
acceptance, and interagency approvals.
Rob is a graduate of State University
of New York at Buffalo with a Bachelors
of Science degree in Civil Engineering.
Rob is also a commissioned officer
in the California Army National
Guard and is a veteran of a Homeland
Defense deployment as part of Operation

Lemons, P.E. – Project Manager
Ms. Lemons
has 10 years of experience and has
served as project engineer on numerous
complex and challenging assignments.
Ms. Lemons is a graduate of the
University of Wyoming with a Bachelors
of Science degree in Civil Engineering.
She is the Past-President of
the San Diego County Water Works
Group and actively participates
in the community through local civic
organizations.

Tom Frank, P.E. – Senior Project
Manager
Mr. Frank has
over 20 years of experience in project
engineering, project management
and construction management of public
infrastructure projects working
in the municipal environment. His
expertise includes extension of
staff services, retrofitting existing
street improvements, facilities
site studies and design, stormwater
quality program management, capital
improvement program management,
development review, plan checking,
assessment engineering and construction
management. Tom currently serves
as a Director of the San Diego and
Imperial Valley chapter of the APWA.
Tom is also serving as a traffic
commissioner for his home town of

Scott Humphrey, P.E. – Senior
Project Manager
Mr. Humphrey has over 16 years of experience in water, wastewater, and reclamation master planning, water and wastewater hydraulic modeling, and Geographic Information Systems (GIS). He has specialized in the development of master plans and hydraulic models through GIS integration. He is an expert in computer hydraulic modeling using WaterCAD (Cybernet), WaterGEMS, SewerCAD, SewerGEMS, H2ONET, H2OMap Sewer, H2OMap Water, InfoSewer, InfoSWMM, MOUSE, InfoWater, HYDRA, and XP-SWMM. His expertise also includes Geographic Information Systems (GIS) using ArcView GIS, ArcINFO, ArcGIS and AutoCAD Map. Contact.

Jeff Kirshberg, PhD, P.E. –
Senior Project Engineer
Dr. Kirshberg has over 12 years of master planning and hydraulic modeling experience, including water, wastewater, and recycled water systems. He holds a doctorate in fluid mechanical engineering with an emphasis in applied mathematics from the University of California, Berkeley. Dr. Kirshberg also served four years in the Peace Corps as a volunteer in both West Africa ( Ghana) and the Philippines. During this time, he designed and constructed rural sanitary sewer and potable water systems utilizing local resources and international grant funding. Contact.

Jon Wells, P.E.
–Senior Project Engineer
Mr. Wells has over 8 years of master planning and hydraulic modeling experience, specializing in Geographic Information System (GIS) analysis using ArcInfo, ArcView, and AutoCAD Map software. His extensive water and wastewater hydraulic modeling experience includes a focus in developing database tools for the hydraulic, financial, and management analysis required for connection fee studies, rate studies, and Sanitary Sewer Management Plans (SSMPs). Mr. Wells holds a Master’s Degree from Stanford University in Environmental Engineering and Science. Contact. |

Ken Beck – Construction Manager
Mr. Ken Beck has over 23 years experience in construction management, contract administration, inspection and quality assurance of civil construction projects, including mass grading with blasting, water and wastewater pipelines and facilities, roadways, airports, heavy highway, public utilities, and commercial and residential developments. Mr. Beck also has extensive experience in soil, concrete, and asphalt quality control as well as materials testing. He holds certifications from the American Concrete Institute, OSHA, and the Federal Aviation Administration.
