Mr. Lewis has
more than 25 years of experience
in project management and engineering
of public infrastructure projects.
He specializes in potable water,
wastewater and reclaimed water facilities
planning, design/engineering services,
project construction and start-up.
He has managed large projects in
excess of $30 million dollars in
construction value. Mr. Lewis is
responsible for project quality
and technical reviews at IEC while
also serving as its president. Skip
has a Bachelors of Science degree
from Gonzaga University and a Masters
in Business Administration from

Rob Weber, P.E. – VP/Senior
Project Manager
Mr. Weber has
19 years of experience in project
management and engineering. He has
extensive experience in pipeline,
reservoir and pump station planning
and design. Mr. Weber has successfully
worked with clients to complete
design and construction projects,
secure permits, project community
acceptance, and interagency approvals.
Rob is a graduate of State University
of New York at Buffalo with a Bachelors
of Science degree in Civil Engineering.
Rob is also a commissioned officer
in the California Army National
Guard and is a veteran of a Homeland
Defense deployment as part of Operation

Anna Buising, Ph.D., P.G. – Principal/Environmental Services
Dr. Buising specializes in CEQA, NEPA, and permitting for water infrastructure, flood protection, municipal public works, and habitat restoration and conservation projects, and is a skilled provider of meaningful community outreach to support the compliance process. She also brings expertise in geohazards abatement planning and paleontological resources compliance. As a project leader, Dr. Buising is known for responsive client service; reader-friendly, technically sound, and highly defensible CEQA/NEPA documents; and adaptive, effective solutions to schedule and budget challenges. She is also adept at evaluating compliance needs and developing integrated strategies that efficiently balance multiple regulatory demands. Dr. Buising has been an invited presenter on regulatory and geologic topics at numerous venues and has taught CEQA compliance and mitigation development for university, private, and municipal clients. She received her B.S. degree from UCLA and her Ph.D. from UC Santa Barbara, and holds active memberships in AEG and APWA. Contact. |

Scott Humphrey, P.E., GISP– Principal/Planning & Information Systems
Mr. Humphrey has over 17 years of experience in water, wastewater, and reclamation master planning, water and wastewater hydraulic modeling, and Geographic Information Systems (GIS). He has specialized in the development of master plans and hydraulic models through GIS integration. He is an expert in computer hydraulic modeling using WaterCAD (Cybernet), WaterGEMS, SewerCAD, SewerGEMS, H2ONET, H2OMap Sewer, H2OMap Water, InfoSewer, InfoSWMM, MOUSE, InfoWater, HYDRA, and XP-SWMM. His expertise also includes Geographic Information Systems (GIS) using ArcView GIS, ArcINFO, ArcGIS and AutoCAD Map. Contact. |

James G. Ashcraft, P.E. – Senior Project Manager
Mr. Ashcraft has more than 32 years of experience in the planning, design and construction of water, wastewater and water reclamation systems, including treatment plants, pump stations, force mains and water distribution pipelines. His experience includes several design-build projects for treatment plants, desalination systems and pump stations. He has also been in charge of several groundwater management studies, including the investigation and development of resource recovery programs for groundwater basins. Ken Beck – Construction Manager
Mr. Ken Beck has over 23 years experience in construction management, contract administration, inspection and quality assurance of civil construction projects, including mass grading with blasting, water and wastewater pipelines and facilities, roadways, airports, heavy highway, public utilities, and commercial and residential developments. Mr. Beck also has extensive experience in soil, concrete, and asphalt quality control as well as materials testing. He holds certifications from the American Concrete Institute, OSHA, and the Federal Aviation Administration.
