Graham Reservoir and Pump Station Project

IEC prepared preliminary and final design documents for the City of Mountain View’s 8-MG Graham Reservoir and Pump Station. This complex and challenging project is a joint use facility located almost entirely within the limits of Graham Middle School, immediately adjacent to a single-family residential neighborhood. The full project includes an 8-MG buried reservoir, 10,000-gpm pump station, 900-gpm well, offsite piping, and a new, high-end athletic field/sports complex.  

The project became controversial because of neighboring residents’ concerns about disturbance due to nighttime field lighting included in the original project proposal; spectator noise at athletic events; and event traffic and parking. To address public concerns and deliver a project that would meet the City’s goals with the least possible disruption to the community, IEC worked closely with City staff and the City’s environmental consultant team (headed by IEC’s current Environmental Services Group lead) to develop robust and verifiable CEQA mitigation measures addressing visual, noise, and traffic issues.


• Design of 8MG below-grade reservoir and appurtenant facilities, together with groundwater supply well and pump station including 1000-kW emergency generator, and new athletic fields and sports facilities

• Water facilities were co-located within the sports complex

• Project required complex instrumentation and controls design

• Nemerous interactive workshops and public review meetings gained consensus and buy-in from all parties involved, including the local community

• Construction expedited through multiple-phase bidding process

• Visual (fugitive glare) impacts of nighttime field lighting

• Increased noise associated with expanded use of new sports facility

• Effects of event traffic on neighborhood circulation

• Noise associated with construction, particularly well drilling

• Disruption and relocation of physical education activities during construction

• Safety concerns associated with year-round construction on middle school campus
