IEC offers clients a full range of planning and information services, including the following:

• Water master planning
• Wastewater master planning
Sewer System Management Plan (SSMP) development
• Recycled water master planning
• Water/recycled water hydraulic modeling
• Wastewater hydraulic modeling

IEC specializes in the development of master plans for water and wastewater municipalities. Our master plans serve as road maps for agencies to maintain adequate system capacity to serve growth while maintaining valuable infrastructure. By addressing your key issues, IEC delivers not only a successful master plan and capital improvement program (CIP), but also new tools and methods that empower your staff to perform their duties more effectively and efficiently in the future. Our comprehensive approach to planning includes:

• Detailed water demand projections
• Hydraulic model software selection
• Hydraulic model development
• Hydraulic model calibration
• Water distribution system design criteria
• Storage criteria development and storage requirement calculations
• Water supply assessments
• Existing facility assessments
• Distribution system operational assessments
• Optimization/maximization of existing supplies and existing facilities
• Development of prioritized, time-phased water capital improvement programs (CIPs)

• Detailed wastewater flow projections
• Hydraulic model software selection
• Hydraulic model development
• Flow monitoring plans
• Hydraulic model calibration
• Wastewater collection system design criteria
• Existing facility assessments
• Infiltration/Inflow analysis
• Development of prioritized, time-phased wastewater capital improvement programs (CIPs)

IEC’s specialty is the integration of hydraulic models with GIS applications for both model construction, model update, and results analysis.

IEC offers a full range of information services to support and complement our master planning and hydraulic modeling capabilities. We specialize in the GIS integration of master plans and hydraulic models, which offers several clear advantages over conventional approaches to planning and modeling. Hydraulic models can now be built entirely from existing water and wastewater GIS databases and a link can be established that seamlessly integrates future facility modifications and additions. As an ESRI business partner, we are able to stay abreast of the rapidly changing technology and new developments in the GIS world. We have significant experience with ArcGIS (ArcINFO) as well as with AutoDesk Map. Specific GIS related experience includes:

• Development and integration of GIS coverages for use with water and wastewater hydraulic models, including Open Data Base Connection (ODBC) links for seamless import/export to and from GIS.
• Development of GIS coverages for use with water and wastewater master planning. Coverage development includes land base, parcel based, water infrastructure, wastewater infrastructure, drainage basin/sub drainage basin, pressure zone boundaries and billing account points.
• Address matching and geo-coding of utility billing records and service accounts to determine geographic location and create billing record to Assessor’s Parcel Number link.
• Spatial analysis for creation of parcel-to-pipe links for use in loading water and wastewater system hydraulic models at the parcel level, creating and added level of accuracy and confidence in the system models.
• Overlay analysis of land use and parcel GIS databases to determine existing and future land use and develop land use/parcel level water and wastewater flow projections.
• Advanced GIS queries and sorts for thematic mapping and specific application mapping.
• Data conversion and integration between AutoCAD, AutoCAD Map and ArcGIS.
• Polygon, Point and Network Topology creation for use in overlay analysis, buffer analysis and network analysis, including network flood and trace analysis.
