On May 2, 2006, the State Water Resources Control Board adopted Order No. 2006-0003, mandating that all publicly owned sanitary sewer collection systems in California with more than one (1) mile of sewer pipe:

1. Apply for coverage under the general Waste Discharge Requirements no later than November 2, 2006.
2. Comply with the Monitoring and Reporting Program by November 2, 2006.
3. Develop a Sewer System Management Plan (SSMP) over the next five (5) years, based on the adopted schedule for implementation.
