2010 Award of Excellence

Encinitas, CA The San Dieguito Water District and Infrastructure Engineering Corporation have received the American Society of Civil Engineering’s (ASCE) 2010 Award of Excellence in Engineering Feasibility and Planning Studies for the 2010 Water Master Plan Update. This prestigious award is part of ASCE’s Honors and Awards Program which recognizes unique contributions to the civil engineering industry and society.

The plan included a phased and prioritized Capital Improvement Program and a recommended Capital Replacement Program. IEC developed a hydraulic model of the District’s potable water storage and distribution system using the District’s Geographical Information System database. This model evaluated existing and future domestic water demands, fire flow demand, and water storage capacities for the next 10 years. The results from this comprehensive evaluation will be used by the District to plan future capital projects.

After review from Board Members Teresa Barth and James Bond, San Dieguito Water District’s Water Board subcommittee members, the Water Master Plan was presented and accepted at the April 28, 2010 San Dieguito Water District Board Meeting.

IEC Project Manager, Jeff Kirshberg states, “Infrastructure Engineering Corporation is excited to share this award with the San Dieguito Water District. Continuing the District’s long history of pro-active management, the Master Plan identifies those infrastructure projects which are necessary to ensure that customers continue to receive the high levels of service they have come to expect from the District.”

According to San Dieguito Water District General Manager Larry Watt, “The aspect of this plan that makes it stand out from others is its attention to asset management. This aspect of the plan reviewed the current state of all the District’s assets, ranked their criticality and developed a capital replacement program based on business risk exposure.”

ASCE will present the award to San Dieguito Water District and Infrastructure Engineering Corporation at the ASCE Annual Awards Event on May 14.
